Collins Public Library was probably established in the 1950s and was originally housed in the basement of Collins City Hall.¬† The current library building, named The R.E. Blackwell Memorial Library for former Mayor, R.E. “Eddie” Blackwell, was constructed in 1978.¬† The Library is built on land donated for the purpose by Mr. and Mrs. Holden Rhymes¬† and was constructed with funds provided by the City of Collins and the State Trust Fund for Federal Revenue Sharing through the Mississippi Library Commission.¬† The Library is alternately known as the Collins Public Library or the Collins Municipal Library.¬† The R.E. Blackwell Memorial Library is a part of the Covington County Library System and provides services to patrons from Covington and adjacent counties.
